Video of alleged brutality leaked to the web
The UCIMC and WILL have released the video of the alleged police brutality. It's now making its way around the web. The whole thing gets going about 8:45 into the video. Please note that the individual arrested uses quite a bit or profanity.
My observations:
The individual who was arrested and charged (charges were later dropped) was walking down the street in a crowd of people whose actions attracted the attention of the police. This was at 2:30 am. Like mom used to say, nothing good happens after the bars close.
Music. Our police have terrible taste in music. I watched the videos from the Calvin Miller escapade and couldn't stomach the terrible music. My music critic skills aside, the officers should have the radio off when they are interacting with the public or patrolling.
The individual jay-walked across 4th street and may have blocked traffic. The officer who is featured in the video expected resistance as he brought out his 'super soaker' of pepper spray instead of using a small canister on his belt. The individual resists arrest. Lots of swearing. Possible that the officer touched the individuals neck, but I don't see 'choking'.
I look forward to the review from the Illinois State Police who are expected to review this incident and determine if the officer acted appropriately. I don't know enough about the use of force policies to personally commit one way or another.
There will surely be a rush to judgement against the officer and another entertaining city council meeting tomorrow night.
